When creating the XML file and loading it to Nero 8, I get gibrish in Nero.
It seems Nero doesn't read the UTF8 encoding.
What other encodings can I use that Nero-8 might support (Hebrew characters)?

Changing the 'w' to 'W' made the trick.

It doesn't seem the encoding issue to me.. I'm not familiar with Nero but can you change fonts there? I suspect it's using a Unicode font but one without Hebrew letters. I'm not even asking why to use such unpopular and buggy (like all the Nero software) application when much much better free choices exist (MP, GBPVR, etc.) :-)

You can use any output encoding. Add outputencoding parameter to the megaepg.ini, for example:
outputencoding=windows-1255

Tried it but then MegaEPG didn't create the XML file. Log file showed:
