improved HOT (hot_he,vista)

improved HOT (hot_he,vista) scripts, which will solve (I hope) the DST problems and will solve missing channels (Star World) problems.

I'm doing my best :). Few users reported that the DST problem disappear when they choose Istanbul (same time zone just not Israel).
